    Modified Files:
    docs/v322_new.md src/sbbs3/ars.c ars_defs.h chk_ar.cpp userdat.c
    Log Message:
ARS: add SOUND and MOUSE terminal capability keywords

SOUND is true when the terminal can play audio files (the same gate the
@SOUND: family of @-codes uses) and the user has not turned off
BBS-initiated sound. MOUSE is true when the terminal supports mouse
hot-spots. This lets a display file gate content around a sound clip,
e.g. @SHOW:SOUND@@WAIT:100@@SHOW@ to hold the connection open only for
    callers who will hear it.

Without a live terminal (sessionless evaluation, e.g. in the web and FTP servers), SOUND follows only the user's sound setting and MOUSE the
user's stored mouse setting. Failing either keyword reports the
    existing NoAccessTerminal text.

Also adds the v3.22 release-note entry for the SCFG template sub-board
    fix (#1280).

    Fixes #1292
